Washington: The Biden administration has revealed its proposed reforms for the H-1B visa programme, addressing allegations that it has been misused by major tech companies to the detriment of American workers, Fox Business reported.

The Department of Homeland Security has initiated rulemaking to simplify eligibility requirements, offer more flexibility to both employers and foreign workers, and combat fraud and abuse within the programme.

The H-1B visa programme is primarily used by the tech industry, with Amazon leading in approved petitions in FY 2021, followed by Google, IBM, and Microsoft, as reported by Fox Business, an American conservative business news channel and website publication.

Advocates of the programme argue that it fills labour market gaps and does not undermine wages.
Key provisions of the proposed rule include clarifying the range of acceptable degrees for meeting the education requirement, expanding exemptions for non-profits and governmental research organisations, enhancing flexibility for students transferring to H-1B visas, and implementing measures to prevent abuse, such as site visits and restrictions on multiple applications for the same beneficiary.

“DHS continues to develop and implement regulations that increase efficiency and improve processes for employers and workers navigating the immigration system,” Homeland Security Secretary Alejandro Mayorkas said in a statement.

“The Biden-Harris Administration’s priority is to attract global talent, reduce undue burdens on employers, and prevent fraud and abuse in the immigration system,” Homeland Security Secretary said as reported by Fox Business.

While the proposed reforms aim to address criticisms, some critics have called for the complete abolition of the programme.

Former Vice President Mike Pence previously called for the ban of H-1B visas for Chinese nationals in the tech industry due to concerns about national security and intellectual property threats.

Rep Jim Banks introduced legislation to establish a wage floor for H-1B recipients, matching the salaries of American workers in equivalent positions or USD 110,000, whichever is higher.

Recently, 2024 presidential hopeful Vivek Ramaswamy said he would “gut” the programme if elected president.

“The lottery system needs to be replaced by actual meritocratic admission. It’s a form of indentured servitude that only accrues to the benefit of the company that sponsored an H-1B immigrant. I’ll gut it,” he said in a statement to Politico, as reported by Fox Business.

India can expect overall delays in visa processing: Canada Immigration authority amid standoff https://www.thearabianstories.com/2023/10/20/india-can-expect-overall-delays-in-visa-processing-canada-immigration-authority-amid-standoff/ Fri, 20 Oct 2023 06:08:52 +0000 https://www.thearabianstories.com/?p=109104 Canada Foreign Minister Melanie Joly announced on Thursday (local time) that Canada has removed 41 diplomats and their 42 family members, from India over the ongoing row between the two countries.

The post India can expect overall delays in visa processing: Canada Immigration authority amid standoff appeared first on The Arabian Stories News.

]]>
OTTAWA : Immigration, Refugees and Citizenship Canada (IRCC) on Thursday said that there would be a slowdown of Indian visa applications after Canada removed its 41 diplomats from India amid the ongoing India-Canada standoff.

In a press statement from IRCC said, “Following India’s intent to unilaterally remove immunities for all but 21 Canadian diplomats and dependents in Delhi by October 20, 2023, Immigration, Refugees and Citizenship Canada (IRCC) is reducing its number of employees in India from 27 to 5. IRCC will continue to accept and process applications from India, but reduced staffing levels are expected to impact processing times.”

Moreover, the statement said that due to the decrease in Canadian diplomatic staff in India, Indian citizens would face delays in overall processing times, responses to enquiries and getting visas or their passports back.

Meanwhile, the Canadian authorities have assured that the Canada-based IRCC staff in India will do the day-to-day work required in the country.

Quoting the statement, “The large majority of applications from India are already processed outside the country, with 89% of India’s applications processed through the global network. The 5 Canada-based IRCC staff who remain in India will focus on work that requires an in-country presence such as urgent processing, visa printing, risk assessment and overseeing key partners.”

Canada Foreign Minister Melanie Joly announced on Thursday (local time) that Canada has removed 41 diplomats and their 42 family members, from India over the ongoing row between the two countries.

“As of now, I can confirm that India has formally conveyed its plan to unethically remove diplomatic immunities for all but 21 Canadian diplomats and dependents in Delhi by tomorrow, October 20. This means 41 Canadian diplomats and their 42 dependents were in danger of having immunity stripped on an arbitrary date. And this would put their personal safety at risk,” Joly said, as she confirmed the departure of Canadian diplomats.

This comes after India called for a reduction in Canadian diplomats in India, calling for ‘parity’, owing to the ongoing diplomatic row between the two nations.

Canadian Foreign Minister said, “…we have facilitated their safe departure from India. This means that our diplomats and their families have now left diplomatic immunities. Keep diplomats safe, no matter where they’re from and where they’re sent to. Immunities allow diplomats to do their work without fear of reprisal or arrests from the country they’re in.”

“They are a fundamental principle of diplomacy and this is a two-way street. They only work if every country abides by the rules. A unilateral revocation of diplomatic privilege and immunities is contrary to international law. It is a clear violation of the Vienna Convention on Diplomatic Relations and threatening to do so is unreasonable and escalatory. If we allow the norm of diplomatic immunity to be broken no diplomats anywhere on the planet would be safe,” she said, adding that Canada “will not reciprocate,” she said, according to CTV news.

Along with Immigration, Refugees and Citizenship Minister Marc Miller, the minister made the announcement about the development “on the situation with India” and how it will affect the level of service delivery Canada can offer following the withdrawal of diplomats.

She said, “There’s no question that India’s decision will impact the levels of services to citizens in both countries. Unfortunately, we have to put a pause on all in-person services in our consulates in Chandigarh, Mumbai and in Bangalore.”

“Canadians who need consular assistance can still visit our High Commission in Delhi. And you can still also do that in person by phone and by email,” she added.

Earlier, stating that India’s focus is achieving ‘parity’ in terms of diplomatic presence, the Ministry of External Affairs had called for a reduction in Canadian diplomats in India citing their continued “interference” in New Delhi’s “internal matters”.

Addressing the press briefing earlier, MEA spokesperson Arindam Bagchi said, “Given the much higher presence of diplomats or diplomatic presence here…and their continued interference in our internal matters, we have sought parity in our respective diplomatic presence. Discussions are ongoing on the modalities of achieving this”.

“Given that Canadian diplomatic presence is higher, we would assume that there would be a reduction,” he added.

On being asked if the reduction in the number of Canadian diplomats could see a decrease in the number of visas issued by the Canadian High Commission in India, Bagchi said, “It’s up to the Canadian side, who they choose to staff the High Commission with…our concerns are related to ensuring parity in diplomatic presence”.

He further added that India’s primary focus is on two things; having an atmosphere in Canada, where Indian diplomats can work properly and in achieving parity in terms of diplomatic strength.

Canadian Prime Minister Justin Trudeau had alleged that the Indian government was behind the fatal shooting of Hardeep Nijjar, a designated terrorist in India.

However, India outrightly rejected the claims, calling it ‘absurd’ and ‘motivated’. Notably, Canada has yet to provide any public evidence to support the claim about the killing of Hardeep Singh Nijjar.

Nijjar, who was a designated terrorist in India, was gunned down outside a Gurdwara, in a parking area in Canada’s Surrey, British Columbia on June 18. (ANI)

Operation Ajay is an ongoing operation conducted by the Indian Armed Forces to evacuate Indian citizens from Israel during the 2023 Israel-Hamas war.

“286 more passengers are coming back to India. Also carrying 18 Nepalese citizens,” posted Jaishankar on X.

MoS for Road Transport and Highways, VK Singh informed that more flights will be carried out to evacuate the Indian citizens amid the situation in Israel.

The Indian nationals applauded the operation and said that there was support from the Indian embassy and the evacuation process was nice and quick.

‘Operation Ajay’ was launched by Prime Minister Narendra Modi to bring back around 18,000 Indians in Israel. Registration of Indians began on Thursday.

The Indian embassy in Israel is providing assistance to Indian companies and has set up a helpline for Indian citizens in need of assistance.

Earlier today, Minister of State (MoS) for External Affairs V Muraleedharan said that if required, more flights will be operated on the basis of the upcoming situation, noting that five flights have already arrived in the last few days.

“As of new, 5 flights have come and if required we will operate more flights on the basis of the situation that emerges,” Muraleedharan said.

Moreover, the minister stressed that the Indian embassy is considering the requests of Indian citizens in Israel based on the ground situation.

“The Indian Embassy is taking the call on who all have to travel to India based on the requests of the people and their ground situation there,” he said.

The MEA had set up a 24-hour control room in view of the escalating conflict. The control room will help monitor the situation and provide information and assistance. (ANI)

Thimphu : The United Nations in Bhutan and the Bhutan Football Federation have come together to promote Sustainable Development Goals (SDGs) through the game of football, The Bhutan Live reported.
The “Football for the Goals” initiative was launched during the finale of the Bhutan Higher Secondary School Football Championship at the Changlimithang stadium in Thimphu on Friday. The five-month campaign will focus on health and well-being, protecting children and youth, gender equality and women empowerment, and climate action.

The Bhutan Football Federation said it pledges to make use of football to address pressing issues and bring positive change in society. Meanwhile, the United Nations said it recognizes the influence of football in Bhutan and its potential to promote the Sustainable Development Goals.

Andrea James, the UNICEF Representative to Bhutan, said that UNICEF wants to highlight the issues like mental health and substance abuse which he noted is on the rise in Bhutan, according to The Bhutan Live report.

“We really want to highlight issues like mental health and substance abuse, which we know is on the rise in Bhutan, gender-based violence and climate change, and we really want to spark conversations at the family level, at the community level, to really affect change for children and their families,” The Bhutan Live quoted Andrea James as saying.

The “Football for the Goals” initiative seeks to empower young Bhutanese with football’s influence to create positive change among people, The Bhutan Live reported. According to a joint press release, innovative and inclusive approaches are needed to bring positive social change. World leaders at the Sustainable Development Summit in 2015 adopted 17 Sustainable Development Goals (SDGs).

The 2030 Agenda for Sustainable Development, adopted by all United Nations Member States in 2015, provides a shared blueprint for peace and prosperity for people and the planet, now and into the future, according to a statement from the United Nations.

The 17 Sustainable Development Goals (SDGs) are an urgent call for action by all nations in a global partnership. UN in the statement said, “They recognize that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality, and spur economic growth – all while tackling climate change and working to preserve our oceans and forests.”
